New publication: "Fallstudien zur Netzökonomie"
We are happy to announce an interesting book of Knieps and Weiß (2009) covering most recent aspects of network economis. It is a follow-up of the successful predecessor "Netzökonomie - Grundlagen, Strategien, Wettbewerbspolitik" published in 2007.

A contribution of the UNECOM researchers Gert Brunekreeft and Roland Meyer is already available as UNECOM discussion paper DP 2009-06.

We recommend this publication to all who are interested in network industries and regulation. For an overview of the topics covered in the book, see the tables of contents (provided here as pdf).

New Discussion Paper: DP 2008-05
In our most recent discussion paper, Gert Brunekreeft presents a social cost benefit analysis of the expected effects of ownership unbundling for the German TSOs. The paper is now available for download as DP 2008-05 at results / discussion papers.

Discussion on E.ON's Plans to Sell its Networks
As it seems, the debate on ownership unbundling has been pushed further by the recent announcement of E.ON that it plans to sell its networks. This is obviously a fundamental turnaround in E.ON's previous policy against unbundling and leaves much room for speculation about the reasons for that decision; see for instance Reuters from February 28: "German Utility E.ON Shocks with Plan to Sell Grid"

While one incentive is clearly to avoid the two antitrust cases initiated by the European Commission, Reuters further argues that the new regulatory environment in Germany has rendered electricity networks much less lucrative as before. Furthermore, as more and more signs point to ownership unbundling as the most probable option for the future, it may be a good idea to be the first seller in the market, before divestitures become obligatory, and market prices are expected to fall.

In any case, the discussion seems to keep on moving!

New Results available
The annual conference of the Institute for Energy and Mining Law, Ruhr-Universität Bochum, offered some insightful presentations about the way to an internal European energy market, with an emphasis on unbundling.

UNECOM Discussion Paper Series being started!
UNECOM has now started its Discussion Papers Series. The idea is to establish a common platform for research papers related to the UNECOM issues. Breaking the ground for the series, we are happy to already provide two interesting papers on the legal as well as economic aspects of unbundling.

The first one is by our team members from Bochum, Johann-Christian Pielow and Eckart Ehlers, and deals with "The Constitutional Challenge of Ownership Unbundling – a European and German Perspective".

Our second paper, by Michiel de Nooij and Barbara Baarsma from SEO offers "An Ex Ante Welfare Analysis of the Unbundling of the Distribution and Supply Companies in the Dutch Electricity Sector"

Both discussion papers are now available for download in our results category.

Workshop: "Entbündelung in Netzindustrien: Chancen und Risiken"
40. Freiburger Verkehrsseminar
This workshop discusses the unbundling issue with respect to network industries in general. It is part of the Verkehrsseminar which is coordinated annually by the institute for transportation and spatial economics of the University of Freiburg.

Recent Study: "Independent System Operators - Ein Überblick"
In line with the topic of UNECOM, the Bremer Energie Institut recently published a study on the functioning and possible scopes of ISOs. Its mainly focuses on the relationship between ISO and network owners, its impact on investment, and a possible application to the German electricity market.

The study was funded by EnBW. For a copy of the study (in German language only), please send a request to chr.mueller@enbw.com.

Finally, our first UNECOM Workshop in Brussels has ended. According to the bulk of positive feedback we received, it can be clearly regarded as a big success.
